At City Light Church Balmain our vision is to love God, the church and the world. We seek to do this as we pursue our mission to see people in the inner west come into a real relationship with Jesus. We believe that the Bible has supreme authority in all matters of faith, conduct and experience, and that it provides sound wisdom and instruction for how the local church is governed. At City Light we seek to build structures that reflect what we see the church called to be in scripture. 

We read in the bible we believe that plural eldership governance structure is the one most consistent with the Bible and its teaching on leadership of a local church. 

The terms “elder”, “pastor”, and “overseer” are all used interchangeably in the Bible. In other words, they are not different roles but different ways of describing the same role. The person in this role has three broad responsibilities within the local church: to teach, exercise oversight and shepherd the flock entrusted to them.

Elders are to serve as a plurality, not alone; though how many elders constitute adequate plurality is not given in the New Testament. It teaches this by precedent, which we see in the fact that all mentions of “elder” are in the plural (e.g. Acts 14:23; 15:2-16:4; Philippians 1:1; 1 Timothy 4:14; etc.). Since all elders occupy the same office, they have equal authority and act as a body (Acts 13:1-3; 15:22-23).

Plurality is one of the key means by which elders are held accountable in an ongoing manner. A man who ministers alone is in a precarious position, able to lean on his own understanding too much, and potentially able to walk in secret sins for a length of time. Plurality does not eliminate these dangers, but it does make them less tempting in the normal flow of life. 

We believe that the Bible provides qualifications for who should be appointed as elders. Elders are to be men who have the traits found in 1 Timothy 3 and Titus 1. Elders are also to be an “example to the flock” in their daily lives, honouring and displaying Jesus to all people. City Light will seek to appoint elders who have the traits found in 1 Timothy 3 and Titus 1 and who live lives that are worth imitating. 

At City Light, we believe an elder is to shepherd, govern and teach not by being domineering but by being a positive example to those around them. We believe they should not be trying to gain power or wealth to exalt themselves, but rather live their life through serving. They are never to be domineering, but gentle and patient. 

Serving under the board of elders are M leaders (deacons). The M leaders together are known as the management team. The management team consists of the leaders of each of the M areas (i.e. Magnification, Membership, Maturity, Ministry & Mission) plus any other area that the Board of Elders believes is essential for the effective running of City Light.

A good leader doesn't say things based on whether you will like it or not, but based on whether it will help you to love Jesus more. At City Light we are looking at what makes good leadership, and what does Jesus desire in people of eldership in His church.




At City Light, we have also created a board of reference as a group external to our church. This is a group of wise and godly people who have been tasked to provide support and counsel to the eldership. The Board of Reference is made of pastors with years of experience, bible college lecturers and people have walked the Christian life for many years and are keen supporters of City Light.
